I just checked the German translations, and http://translate.dokuwiki.org/?lang=de is showing them as 100% (for the DokuWiki core). But when I click on "update" I can see that 2 translations are missing.
When translations are missing, it should always be visible in one way or another. I suggest to round down the percentage, so even a million strings minus one is 99%.
