[Publisher] Refactor usePublisher and Application

• [x] Currently, we manage these states(stats, type, settings) at the application level, we should move them into usePublisher hook as one single source of truth.

Opportunistic bugfix:

• [x] Resolution input field in settings does not update correctly when changed
