package.sh script fails on first build attempt; does not show repair instructions #136

Sometimes when running the package.sh build script, it will fail with an error. Sometimes re-running the script clears the error.

This area of the code has regressed since the last major version and we need to re-add the robustness that was once there.

Added artifact verification for new tools.gsf namespace to script's pre-setup phase.
