This PR lays the groundwork for new capabilities for working with rules. And also hardens it with more specs.

STOP THE PRESS.. Don't do anything with this PR just yet. @smithmx had a great idea, we're contemplating renaming BrokenRuleReason ProximateCause and BrokenRuleReasonInstance to ActualCause.
