Make it possible to add additional setup code that can run during Wallaby setup - extensibly

We want to be able to run specific code that is basing from for instance the node.js implementation for Wallaby.

A good example of this would be the Aurelia build pipeline that want to enable testing for NodeJS by configuring what is needed.
