One should be able to not install webpack globally on the machine for several reasons: many devs don't want this global installations and we will meet version conflicts.
Either:
Trigger the local webpack installation int the project 'node node_modules/webpack/bin/webpack.js'
Trigger a script from "scripts property in package.json
There are NPM packages that allows you to run local packages directly without installing it
