WebView2 navigation tests failing more often than not #1181

The WebView2View tests of navigating to a string and browser crash recovery have become very flaky. It's not entirely clear why as they run reliably on my machine. The are tests of a UI with asynchronous behaviour, so it may not be possible to make them work reliably enough for CI purposes, in which case they'll need to be skipped.

Need to merge fix to D8 before closing
