Fix schemas and procedures system tables for doltgres

• Support for dolt schema for the schemas and procedures dolt system tables
• Support for adding a schema_name column to the dolt.schemas table for doltgres
• Improve logic for system table functions to account for doltgres system tables in the dolt schema
