Wrong modal shows up using Create Pull Request for workbench on empty database

1. Create new database
2. Run write query
3. Switch button from "Create commit directly" to "Create pull request"
4. Click on button. Get modal that says it's going to create a commit on main even though I'm using the pull request button (but I do correctly get the branch name input which is for pull requests)
