Create new table links go to wrong place #477

Going to Add dropdown > Create new table navigates to this page https://dolthub.awsdev.ld-corp.com/repositories/dolthub/image-file/data/create?refName=main

The links for file upload and spreadsheet editor go to the wrong step of the file upload process.

File upload should go to the Table step. Same with spreadsheet editor, but on Next it should automatically pull up the spreadsheet modal for the Upload step

The Create new table option should also be selected
