you cannot register for a siege at the castle guards.

BPs are sieging on Tricid's server.

You are probably trying to siege an unowned castle.  Remember that first you 
have to manually transfer ownership over to a prince (on PSes, this should be 
some GM placeholder prince), then check the dates to make sure a siege is 
upcoming.
