town guards #194

What is the expected output? What do you see instead?

Please use labels and text to provide additional information.

town guards do not attack if you hit them. only a bow guard will attack you 
after a couple of hits.

I broke this in one of my attempts at fixing another guard bug (castle guards 
attacking chao castle owners).

The original bug along with this one are now fixed as of r676
