Make a DID document endpoint #2

Why?

In order to perform credential verification, etc. DoAuth clients need a way to retrieve a public key by DID
Other products and services built on DoAuth require this feature to retreive other disclosures

How?

[ ] Make an endpoint with a phoenix json generator
[ ] Wrap a function that selects PK by DID in it

To consider

[ ] Optionally, we may want to make an opt-out version for users who don't want to disclose anything and want to have their own overlay for maintaining DID documents

We don't use DIDs anymore, just plain PKs.
