Update licenses data to version 3.11 #7

Hi :wave:

We’d love to use your gem spdx-license in our project, but licenses list seems to be outdated.

Here is a PR to favor last version 3.11 of licenses data from https://github.com/spdx/license-list-data/commit/6820cab01008b520a72289bbdc6b2a895afc2590

spdx-licenses 1.3.0 now out with this change 🚀
