changed E-Mail to the more generic "contact" #4

Email is not always the appropriate method of contact for each community. changing it to the more generic "contact" and "message" means more people can use this document unaltered.

I'm going to keep it as it is for the following reasons.

1) It's ancillary to NCoC. That is, it's part of the FAQ for extra understanding, it's not an integral part of the code.

2) I prefer the specificity of sending someone an email. Everyone knows how email works, and the notion of "contact" in general can be misconstrued or misunderstood. So I feel it's more practical to simply encourage email contact.
