Maybe make it a stateful metric

The number of regions is m, the number of zones is n. In the hierarchy there is a time factor which is set to the number of sub context to allow the dom context to "stay up to date". This means that the equation for the number of zone blocks produced in expectation per prime block is n^2 m^2. With the number of zone blocks per zone per prime block in expectation being nm.
