Requirements:

[ ] For every message type, there is at least two different graphs
[ ] Work Object headers are going to potentially be the same as headers in terms of degree. These need to be low latent like headers.
[ ] Header View - potentially same degree as above (potentially 20)
[ ] Block View - different degree (maybe 3)
[ ] Transactions - might be the same as block view

Would require a larger refactor of libp2p - going to backlog this for now.
