Requirements:

[ ] Gossip Sub and requests need to communicate with each other
[ ] A request should prevent a broadcast of the same data to the same peer to the same node.

Note: We are not sure if we are going to do this pre goldenage or post goldenage. Documenting in case we want to come back to this at a later date.
