Requirements:

[ ] Randomize asks out of the buckets
[ ] 50% of the degree required should be from the best peer (if possible)
[ ] If there isn’t enough best peers, then 50% should be from best and better bucket
[ ] The other 50% of peers chosen from buckets should be from lower tiered peers
