[LibP2P] - Test stream management and see if stream is in cache or not #1767

Requirements:

Request from stream is in cache - this is not an issue
Request from stream had to create - this IS an issue

We need to test to see if this is an issue or not. If we are still breaking our heads on this: We want to add another issue to break apart the stream management and the request management modules in LIbP2P.
