Windows Vista Ultimate gets rid of Windows Anytime Upgrade, meaning system-upgrade is missing its icon when Ultimate is selected.
Thus, there needs to be replacements or behaviour for whenever that happens... as well as for other SKUs like Starter, given the need for icon set completion.
system-upgrade could be replaced with the Windows Install Disc Icon Thingy in System32 (that or... Ultimate Extras...?), but for Starter... we do need to find out what's missing in the other SKUs comparatively.
