This should really build manylinux automatically with each release, and the windows build could be automated too.

A draft implementation of this is now active in .github/workflows. There are still a few hoops to jump through though:

[ ] Build 32-bit wheels on Linux
[ ] Remove the duplication
[ ] Work out a sensible set of events which should trigger various tasks
[ ] Implement caching, especially as numpy on mac and Pillow on Linux need to be built from source each time
