1. Try to build a working Darwin system from scratch

STRONGLY Agree

a possible root cause could be that the source tree that Apple used had been 
pruned 
of proprietary "twigs" that cannot be shared, and thus the resulting 
opensourced 
Darwin is necessarily LiMP and unoptimized for PURE opensource use

the source tree should be plugged in with necessary opensource alternatives now 
in 
the wild and rearranged/refactored/optimized for Free Software / Open Source 
purposes
