"Disable second factor when sign in with OIDC" doesn't work if "Require two-factor authentication for everyone" is enabled #112

After logging in the first time via OIDC, the user is asked to setup 2FA for his user, even if "Disable second factor when sign in with OIDC" option is enabled. This setting should also override the setting "Require two-factor authentication for everyone".
