What steps will reproduce the problem?
1. The positioning of comma in Traditional Chinese is just wrong. 
2. The positioning of comma in Traditional Chinese is just wrong.
3. The positioning of comma in Traditional Chinese is just wrong.
(Said it three times because it's just so unbearable.)

What is the expected output? What do you see instead?

The comma should generally center-aligned along with the other characters.

What version of the product are you using? On what operating system?

Newest version of Noto Sans, on OS X Yosemite.

Please provide any additional information below.

Please refer this issue to typeface designer or team.

This was fixed in Version 1.001, which was released last September.

Thanks for the info! I found the Version 1.001 CJK.
Shouldn't have downloaded it from a third-party website.

The Version 1.001 works right on my OS X desktop. 
But another little issue, at the official Google Noto Fonts page, specimen 
section, the comma of Noto Sans CJK TC appears lower than usual.
Although I downloaded it and it works right on any text editing app.
