Feature request: guideline of Noto font sequence #326

There are dependency between Noto fonts. For example, some commonly used 
characters for Indic scripts are put into the Unicode Devanagari block. Also 
the Latin part in Noto CJK is not from Noto Sans. Publishing a guideline about 
Noto font stack, just like fallback_fonts.xml on Android, can probably help 
developers to use Noto fonts.
