Windows Link Seems to be Broken

What steps will reproduce the problem?
1. Go to https://www.google.com/get/noto/install.html 
2. In Windows section, step 1, click Download
3. You end up at this page 
https://www.google.com/get/noto/pkgs/Noto-windows.zip, but you get a 404 error.

What is the expected output? What do you see instead?
Expected to download Noto-windows.zip, but got a 404 error instead

What version of the product are you using? On what operating system?
Not sure which version of noto this is.  My OS is Win 8.1  I am using the 
Firefox browser (no offense intended.)

Please provide any additional information below.

I think there's no longer special windows versions, so the link is broken and 
needs to be changed.

There's no longer special windows versions. The link is broken and needs to be 
changed.  You can use the download links under Linux instead for now.
