U+036D displaying wrong character in Noto Sans #364

U+036D "COMBINING LATIN SMALL LETTER T" shoud display a lowercase "t" above the 
character it combines with, but it is instead displaying a lowercase "u". The 
character u+0367 "COMBINING LATIN SMALL LETTER U" also displays a "u", as 
expected.

Hoping that this text field supports UTF-8, I'm going to paste a lowercase "o" 
followed by a combining "u" above, and then the same with what should be a 
combining "t".

In DejaVu Sans these display correctly, as o^u and o^t

But when I change the text to Noto Sans in, say, LibreOffice Writer, they both 
display as o^u

This happens on all four weight/slant combinations of Noto Sans and Noto Sans 
UI, but not Noto Serif or Noto CJK.

I am using version 1.05 on Debian 8
