Automate STAC catalog #189

Depending on the workflows and how regularly new data gets added to the system, the STAC catalog needs to be automated to detect when new files are added, and regenerate, to ensure new data will be added to the GeoNode.

Explore automating the STAC to only update when new folders are added. Instead of re-generating the entire STAC, it can only generate the new files. For a better description of this follow-up with Ariel on the specifics of how this can be achieved
