Sorry to reply so late，i don't know much about gps-sdr-sim，but the conversion of GPS to GAL should be not difficult.

Interesting is Glonass. Since GAL is not actually used in GNSS receivers

A girl in our lab is in charge of Glonass, but she hasn't finished. There is one and only one GPS&GAL receiver in our lab that can use GAL to get position, which helps me a lot.
