QoS=2 commands don't work #25

QoS=2 commands are not received by any listener, see related topic on the forum.

The code implements the algorithm given in the Mosquitto-PHP documentation, which is supposed to work for Qos=2 according to the related explanation. Anyway, the issue Message not fired when QoS = 2 provides a modified algorithm.
