Inclement Emerald Rival Team Not resetting #138

Describe the bug Rivals team seems to always operate off of using a mudkip regardless of your starter pokemon. Reset several times to no change.

To Reproduce Steps to reproduce the behavior:

  1. Start a new inclement emerald run.
  2. Choose a starter.
  3. Scroll down to rival fight in Rustboro, they will have a marshtomp team.

Expected behavior Expected rival starter and team to change based off of chosen starter at beginning of run.
