Blaze Black: Cheren fights missing staravia

Describe the bug Cheren's team is missing staravia in blaze black, only if the water/fire icons are selected by the starter box

To Reproduce Steps to reproduce the behavior:

1. Start a blaze black run or continue an existing one
2. Pick fire or water for the starter box
3. Go to "bosses" and you will see that cheren's teams are all missing staravia, but have starly or staraptor when appropriate

Expected behavior Cheren's preschool and route 4 teams should have a staravia
