Czech translation #452

First attempt at Czech (CS) translation.

Some words don't have a perfect EN->CS translation, e.g. "peers", "pre-shared key" or "persistent keepalives". In these cases, I usually opted to keep the original English word rather than some clumsy Czech description. I think that for most presumptive Czech users, it should be OK. (If not: further improvements are always welcome :slightly_smiling_face: )

Also, in some cases, the context is not entirely clear, so some of the prompts or notifications might be slightly grammatically incorrent (e.g. wrong gender, declension etc.) Nevertheless, I do use formal/standard language and I double-checked for typos... of course.

@donaldzou, if you could deploy a bogus instance of WGDashboard somewhere with this translation, I could do the verification.

Hi! I don't have any spare server to test but u could try it on your side ;)

Basically you can download your branch:

git clone https://github.com/jursed/WGDashboard -b v4.1-dev

and install as usual :)
