What are LayoutEffects? #5

I don't know what LayoutEffects are. Maybe you can add another note explaining the term.

I've added a link to the official React Hooks API Reference to the README, but not sure there's enough room to explain every hook on the reference card. I'm thinking about making a more interactive version. I'll add a lot of detail there.
