I believe the issue with folders is that few developers have ever tried to pull it off since it can be tedious to implement. Edit applications... technically offers such functionality with the default Plasma menu, though in the default setup the folders are presented as logical groups (e.g. Development, Games, Settings).
To me, the best thing about Win 11 is the Start Menu, once you get acquainted with its utility. (Close second would be the... desktop window grid thing). You've done a fantastic job recreating it!
