DAC policy needs to be defined for DCN_m and DCN_s #20

this is needed for

6.2.4. Center specific - DCN_s
6.2.5. Center specific - DCN_m

I suggest that we ask the respective centre research admins how they envision this.

I agree. I will make an appointment with all center research admins to make sure they are all on the same page.
