Make Reload part of the Layout sidebar #924

Interaction between Grid Layout and Force Layout technically works as intended but might be unexpected to a new user; however the alternative is already present in the form of the Reload command from the menu. Best of both worlds may be achieved by making the Reload command also available in the Layout sidebar.

h/t @ahmad00m for pointing out the possible unexpected behavior.

The new Network sidebar panel has the Reload button so we can skip this.
