Divergent pg or other versions noted for database functionality

As discovered in #988 there are appears to be a different version requirement for pg on various setups in order to get a local database to work:

• On the prod/beta server, the installed version is 8.7.1
• For @ahmad00m, @Sarronnn, and @dondi, an update to version 8.8.0 was necessary; 8.0.0 was installed but was not functional
• For @Onariaginosa, version 8.0.0 was functional

Variables to investigate:

• node version (@Onariaginosa had 12.x, the others had 18.x, and the server has 10.x)
• OS version (@Onariaginosa is on Ubuntu, the others on are on macOS, and the server is on Ubuntu)

An immediate low-risk activity here is to check the documentation for pg to see what changed between 8.0.0 to 8.8.0

Initial exploration by @Onariaginosa shows that the documentation option might not work due to lack of change documentation 😢

This will be rendered moot by a Lambda architecture because we will be able to ensure the same versions independent of the virtual host
