Same issue. It took me a few minutes to realize Supreme / Extended preferences
was
causing Cydia application in the settings to not display, as after I turned if
off I
saw Cylay was there as well. I don't believe there's anything these developers
can
do about this issue, and the developer of Extended Preferences should be
contacted
(Supreme Preferences is built off of that I believe).

OK, I don't have either of those two settings, and I can't find it in the
settings.
I just recently restored my iPod Touch 2g as well. It just doesn't show up.

NVM...I had the iTransform to iPod enabled in my Winterboard.
Disabled it, and now the settings are back....can that be fixed please? lol

I have none of the above "preference" extenders installed and am running the
stock Springboard. I still don't see
the preference for Siphone on my jailbroken 3.1.2 iPhone 3G. I'm also running
the 2.2.0 rc.

Maybe you rebooted your device or restarted SpringBoard like that
PreferenceLoader
has been enabled.
