IROutliner Pass

Perform function outlining on IR source
- to increase register reuse and effects of other passes
Intended to cooperate with backend assembly emitter ( @baneling100 )
- e.g., mark the new function and arguments in a special predefined way
- Incomplete: This pass chooses a spot to split and does some preparation, but does not actually change IR yet. This will be enhanced within review period, or over Sprint 3.
