webif-hotspot #176

What steps will reproduce the problem?
1. When install webif-hotspot it does not see chillispot/coovachilli installed.
It is returns HotSpot will not work until you install ChilliSpot:
When clicking on install button, opkg returns that chillispot is up to date.
And I confirmed through console that chillispot is already installed.

What is the expected output? What do you see instead?
Expected output is configuration web form which is not appear.

What version of the product are you using? On what operating system and web
browser?
OpenWrt Backfire - With X-Wrt Extensions 10.03.1-RC6

Please provide any additional info below.
What additional packages do I need to install to be able manage hotspot?

Issue gone by reinstall system. but webif-hotspot page still not changes any 
config.
