Upgrade to Pyodide 0.24

We currently use 0.22, so this would include improvements from 0.23 and 0.24:

• Upgrade from Python 3.10 to Python 3.11
• Faster load time and smaller downloads (measure before and after to compare)

Testing scatter.html on localhost.

• Before upgrade, 28.6MB transferred, loaded in 8 to 9s.
• After upgrade, 26.6MB transferred, loaded in 9 to 9.5s.

Looks like the download is smaller, but the startup is slightly slower.
