Graphical error in Final lap Twin (U) (PCE) #71

When racing on a track (It's most noticable on the oval track), while turning 
around some corners, there is a graphical artifact at the bottom right of the 
screen that scrolls with the game that shouldn't be there.

So... This isn't an emulation bug per se.
This game I actually own. I dug it out and turned it on. Indeed, you can't 
really see this on the TV I have.

In any case though, I am confident that this is part of the signal being output 
by the VDC. If you had a tv/monitor with adjustable overscan, you would be able 
to see this artifact on a real console.

Most emulators default to truncating the video output to the part that would 
"normally" be visible on a standard NTSC television. Some emulators (Turbo 
Engine and Ootake for example) allow you to adjust the amount of "overscan" 
displayed, but default to showing a limited portion of the screen.

Bizhawk _currently_ displays anything that's considered "active display" 
generated by the VDC. Bizhawk currently lacks an option to chomp off the top 
and bottom parts of the screen.

So.... I would classify this as "not a bug", but I'm not closing it yet, as I 
do think it's an 'issue'. I have notes in SVN about games which display 
graphical artifacts due to a lack of 'TV emulation'.  Dead Moon and Aero 
Blasters are two more that do this, and there are a number of others.

There are some other issues with the video system; it would be good to support 
4/3 aspect ratio, for example, as well as client-adjustable overscan. zeromus 
is working on a video pipeline update and perhaps this is something we should 
take into account for that.
