Added guided mutation for when the population stagnates

I'll need to do some further testing to make sure we don't have problems with any of the constraints, but so far it looks good

If you look at the branch diversity_alt; I pulled dev's new commits in, fixed a bug where the wrong constraint was being printed as the target, made it for top 5 rather than whole population (as we throw random new schedules in the middle), and fixed another bug with instructor_break. I can actually get mine to terminate within a minute now with these constraints, which is promising.
