Could be either (or a mix of): everything from any relevant editors draft, stuff that has reached a certain maturity level, stuff that has reached some deployment level, Something user-defined, …

Property names do tend to change a fair bit in CSS WDs, but I think that they are fairly stable at LC, and of course more so at CR.
Do you have a mechanism for redirecting property names that have changed to the new name? Btw, it seems a little odd that border-radius is not there, since everyone is using it already, and it's now well supported.

I think it's clear that at least CR from the CSS WG should be included :) (this would take care of border-radius among others) I don't think I will bother redirecting property names — it probably wouldn't be too difficult, but gathering the data about name changes is likely more challenging.
