Implement collective detection with an option to include coarse time as variable. #2

Pass in an argument that determines whether coarse time variable needs to be accounted for. For normal detection we should not choose this option because it will take very long. If this option is not selected then the time estimate provided is taken to be the correct time and solution is computed.
