Added all-in-one launch script #15

This PR mainly adds bin/dev.dart, a Dart entrypoint which starts both the frontend services (sass, webdev) and the backend server in one go. A second VS Code launch configuration was added to launch this all-in-one script from the IDE. The Readme was updated accordingly.
