Todo: Incorporate Traditional Chinese into `Paimon.moe` #1

Draft translation is done,

The localization in paimon.moe uses two character from navigator.languages to identify locale, this is fine...for most languages.

For Simplified Chinese(zh-GB) and Traditional Chiense(zh-TW), they both have zh as starter.

So browser's navigator.language exposes user's language to the developer, this is usually fine since en-CA is pretty much same as en-US This is not the case for zh- as there's Traditional and Simplified version.
