uncompleted items showed up below completed header #68

Joe and Katie saw this after build 13 was released. Don't know how to reproduce - writing it down so we don't lose track of it...

The code that rebalances the list was rewritten in 5b2f9b154a719729db5939d5662d6ca652419deb, and the code that calculates the order values after toggling an item's completion flag was also rewritten.

I haven't seen it happen in hundreds of builds. I'm assuming it's gone away.
